Energoproekt's Experience in Environmental Projects - Control of the Air Quality

ENERGOPROEKT has been participated in lots of investigations and projects requiring knowledge and experience in the area of the European legislation and with the using of regulations, norms, laws and standards related to the environment.

In 1994 and 1995 under the contract with Committee of Energy ENERGOPROEKT elaborated preliminary investigation "Development of the power engineering in Republic of Bulgaria in perspective up to 2020". There was also determined the ecological impact of recovery, processing, transmission and using of the initial power resources on the basis of the foreseen power engineering system development up to 2020, the general fuel-energy balance and possibilities for energy efficiency increasing. Alternatives for rearrangement of the fuel balance and implementation of actions for cleaning of flue gases were presented in order to complete the obligations of the country for reducing of the emissions in atmospheric air. There were also pointed out the necessary investments for realization of the ecological program.

  1. “Plan for SОx, NОx, flying ash and СО emission norms from TPPs and Heating plants. The task was assigned by NEC and CE, coordinated with MOSV (Ministry of the Environment and the Waters)”
    In 1996 ENERGOPROEKT prepared Plan for SОx, NОx, flying ash and СО emission norms from TPPs and Heating plants. The task was assigned by NEC and CE, coordinated with MOSV (Ministry of the Environment and the Waters). Elaboration is based on three predicted variants of development of the power engineering in Bulgaria and it determines corresponding emission norms of noxious gas emissions in the flue gases, ensuring emission reducing to the ratio satisfying requirements of the normative documents and acceptable for the state engagements regarding the requirements of the European Union directives and in accordance with the European legislation. A profound analysis of the big energy sites status, as well of the smaller heating and plant installations, their work perspectives and alternatives for reducing of the noxious gas emissions was prepared. An analysis of the obligations of Bulgaria for reducing of the corresponding emissions, investigations of European institutes to the contribution of the state in cross-border transportation of emissions and concrete actions for transferring the emissions from the individual stations to the ratio ensuring the observance of the state engagements and achievement of European norms was prepared. The necessary expenses, possibilities for credit and paying off on the bases of the general and the specific expenses evaluation and the market development were evaluated.
  2. “Technology for cleaning of the flue gases from SО2 “
    During the same period ENERGOPROEKT worked actively upon selection of the optimal for Bulgarian conditions technology for cleaning of the flue gases from SО2. Together with foreign companies, ENERGOPROEKT participated in the execution of the following elaborations:
    • Desulphurization installation for boilers burning lignite coals. Usage in Bulgarian conditions – Pre-design study, developed together with FlaktAB, Sweden;
    • Desulphurization installation for Blocks 210 MW – Pre-design study, developed together with PAX Technology Transfer Ltd., Great Britain;
    As a result it was proven that wet limestone technology is the most suitable for Bulgarian conditions. By that technology were executed also the first desulphurization installations – these ones of Blocks No 8 and 7 in TEC Maritsa East – 2, in the design of which ENERGOPROEKT participates actively.
  3. “Investigation for spare power installation of TEC Maritsa East –1”
    Together with TOKYO ELECTRIC POWER SERVICES Co. Ltd., under a contract between JICA Japan and NEC was performed investigation for spare power installation of TEC Maritsa East – 1 during 1995 - 1996 for ensuring better environment conditions. The design was providing installation of two blocks of 230 MW each, and boilers with boiling layer, burning lignite from the local Maritsa East coal basin.
  4. “Preliminary study for rehabilitation of 210 МW turbines for increasing their power”
    In 1999, under and order of TEC Maritsa East – 2, ENERGOPROEKT prepared Preliminary study for rehabilitation of 210 МW turbines for increasing their power and of related ecological effect of blocks Nо. 6 and Nо. 7 in TEC Maritsa East - 2. The purpose was to apply to Danish environment protection agency - DEPA. DEPA approved the task after reviewing.
  5. “Preliminary study for implementation of Desulphurization installation in blocks No. 5 and No. 6”
    In 2000 under an order of TEC Maritsa East – 2 ENERGOPROEKT prepared Preliminary study for implementation of Desulphurization installation in blocks No. 5 and No. 6. The purpose of the study was to give reasons for the implementation and to look for a financial source of desulphurization installation in blocks No. 5 and No. 6. It was prepared in order to apply to European commission for funding the project under ISPA program.
    There was made a detailed analysis of the technical status of the plant, as well as of the ecological status of the site. A description of the main technologies for cleaning of flue gases from SO2 and the installed desulphurization installations at the site of blocks 7 and 8 was made. The scope of the works that has to be done for the implementation of the project was evaluated. A detailed analysis of the air pollution before and after project implementation was made. The analyses comply with the Bulgarian and European legislations. In conclusion there were presented expected quantities of the reduced emissions and their effect on fulfilment of Bulgarian obligations according to the convention for cross-border air pollution over large distances. During the preparation of documents for applying to ISPA programm was necessary to become detailed familiar with the relevant ЕС Directives. This project is under execution now.
  6. “Design for pilot installation for cleaning flue gases from SO2 and NОx using electronic-ray technology”
    During the period 1998 – 2002, together with the International Atomic Energy Agency and Japan company EBARA Corporation in ENERGOPROEKT was elaborated design for pilot installation for cleaning flue gases from SO2 and NОx using electronic-ray technology. The pilot installation was implemented on the platform of TEC Maritsa East – 2. Realization of this installation became possible thanks to the cooperation of different countries experts, team of qualified in different areas ENERGOPROEKT experts and active support of experts and work organization by NEC PLC and TEC Maritsa East – 2. The pilot installation is unique as because of the small number of that type of installations in the World as by reason of the extremely high specific SO2 content in the tested flue gases. The installation is equipped with original electron accelerators with power up to 800 keV, special equipments for radiation protection and contemporary means for management and control of the technical processes. Up to now the installation shows high efficiency of gas cleaning from SO2 and NОx.
  7. “Ecological studies and are provided design solutions”
    In ENERGOPROEKT are implemented ecological studies and are provided design solutions for almost all energy and heating supply systems in Bulgaria. In line of that there are implemented ecological studies of regions with ecological risk, as complex Maritsa East, also of air contamination of different towns, as Pazardzhik, Sevlievo, Dimitrovgrad, Sofia etc. There are proposed programmes for optimization of the ecological status of the corresponding sites.
    During the last few years ENERGOPROEKT implemented the following developments, related to clear air protection:
    • Pre-design study for construction of electronic-emitting installation for cleaning of flue gases from SO2 and NОx in TPP Svishtov PLC, 2005 – 2006;
    • Construction of desulphurization installation for cleaning of flue gases from SO2 in TPP at Brikel PLC, Galabovo – Pre-design study, 2008;
    • Preliminary investigation for construction of sulphur-cleaning installation in TPP Bobov dol with comparing of the technology for cleaning in boiled layer with wet limestone technology – in cooperation with ЕNVIROSERV – Germany, 2009.
  8. ENERGOPROEKT have specialists at its disposal licensed by Ministry of Environment and Water (MEW) as the experts of environment impact assessment (EIA). There are numerous of ecological designs and EIA reports made in the institute during the last years.
    The most important EIA reports elaborated by team of the institute or with the participation of collaborators of the institute during the last years are the following:
    • Commissioned site – TPP Maritsa East 2 – 1996.
    • Commissioned site – TPP Maritsa East 3 – 1999.
    • Rehabilitation project of TPP Maritsa East 3 – 1999.
    • Design for new TPP on the platform of TPP Maritsa East 1 – 2000.
    • Commissioned site – TPP Kazanlak – 2001.
    • Commissioned site – BRIKEL PLC – 2001.
    • Commissioned site – TPP Maritsa 3 Dimitrovgrad – 2001.
    • Commissioned site – TPP Sofia – 2002.
    • Commissioned site – TPP Sofia – East – 2002.
    • Rehabilitation project with building of desulphurization installation of units 1-4 and 5-6 of TPP Maritsa East 2 – 2004 г.
    In the reports are presented detailed analysis of the ecological compliance of the site activities with the European and Bulgarian legislation. All sources of emissions and the actions for their reducing or termination are determined. There is presented an assessment of the necessary and the available programmes for monitoring and recultivation of damaged territories, power and frequency of the emissions, observation of the related norms and the sanctions that stands the site in case of proved aberrations. There are proposed also appropriate actions for optimization of the ecological performance of the site, monitoring and programmes for reducing and termination of the contaminations. The reports are submitted for public discussion and they are defended before the MEW without considerable notes.
